solar energy question … Load two batteries in series.?

I'm not sure what I'm doing wrong. I have 2 identical 6V 5AH Battery (less one month old) connected in series (to produce 12V). I connected a new charge controller that kills the load until battery reaches 12.6. There is no charge (yet) of batteries and yesterday I read 12.49V, but after a sunny day, today is reading 12.28V … so I'm in the wrong direction. checked and solar panel production is today, and everything seems to be properly connected to the charge controller. I need 12V for my system so it can not charge the batteries separately or in parallel. Any ideas?

Hook a voltmeter to the photovoltaic cell and see what the voltage difference between the two terminals. Make sure you connecting the batteries so that connect the same way, and make sure that your cell can produce over 12.6 between the two, otherwise we will not charging at all.
