solar panel voltage rating

I have two pairs of panels of different voltages. Each pair of panels (we have backups of both sets there) are wired in parallel, and each pair is connected to one another in parallel. The newer panels are reading 41v and 20V elders. I think cable is regulated voltages are 12 V in each panel before it can be connected in parallel. Therefore, you must have an addition of the currents. The problem I have is, why newer groups are reading 41v in parallel, to the maximum rated voltage is 16.5V per panel. I was not aware of all the panels that had been built in regulators. In general, is a regulator that controls the external load voltage and current to the battery. The best have a DC-DC converter for optimal efficiency. Make sure that all have the same amount of sun, as the readings will change by much. 30mA, means the load current? which is very very low. they must be very small panels. Amp output is normal. But if it is a battery 12 volts, how can you be getting 41 volts or 20 volts if connected to the battery? The battery will not allow voltages higher than 14 to 15 volts as long as it is healthy. disconcerting. I trace the wiring on the 41 volt one, perhaps it is in series. Lot of puzzles, more details and diagrams would be worthless.
