5) Minimum PE
Article 4 – Establishment of minimum energy efficiency requirements
These should be established on the basis of data described in Article 3. Member States may differentiate between new and existing buildings, take into account the indoor climate, ventilation, local conditions and age of the building, energy efficiency requirements should be applied in accordance Articles 4 and 5. Article 5 – New Buildings
